Award merits for legit Power Play PvP

Killing unpledged CMDRs will give you a Pilot's Federation bounty. Excellent!

However, if you're pledged to a Power, and your target is pledged to a Power, then you are exempt from the PF bounty ergo Power Play PvP has an official thumbs up from FDEV.

Anyway, gaining merits from killing legit PP CMDR is something I've always wanted. I even asked the question in LaveCon 2017 to FDEV and they seemed to want to make Power Play more exciting but were concerned about exploiting.

I still think merits should be awarded for killing CMDRs in the same way you'd kill NPCs for merits.

The fear is that people will simply sit in sidewinders and kill someone over and over and over and over for easy merits.

Which, yes, that would happen, but how how boring would that be?

So, how to circumvent the inevitable exploiting? (not that anyone is exploiting the nav beacon or anything)

I'd say put a cooldown on the killed CMDR, making them immune to being worth any merits.

In world of warcraft for example, once you ressed, if you got killed within a certain time period, the killer(s) were not awarded any honour points.

This won't stop players killing you, but it will stop the reward for doing so.

All of our bounties/dormant bounties have an expiration timer, so why not issue a 'zero merit reward' timer to the player who got killed. This would mean you can still kill that CMDR, but you won't earn any merits from them until their timer is reset.

Any other ideas?
Any one agree?
Any one disagree?
Any one have anything fancy to add to make Power Play more spicy with regards to CMDR interaction?

Here's a vid showing that currently you can not earn merits from killing a CMDR.

After killing someone that one commander should not be awarded any points for a certain period for the same person. Perhaps half an hour would do. And then this should be clearly marked for the killer that he won't get any points for certain kills.
Right now powerplay is a big risk with no reward for me though. I'd like that shield, but it's too much hassle, and I have to keep at it, doing boring stuff while being at risk of some random guy trying to kill me. it's also a hassle in that way.
Also I won't fly for the empire. Pfft.

ahh yes good point! the player who killed the target should be the only player affected by the 'zero merits' for another kill of the same player in a certain time limit. Obviously other players can still kill that target for merits :)

the 'kill' is already tracked in the contact list. it usually says 'you killed' if you see a player you've already killed.

So, if targeted player matches player in the contact list and has the 'you killed' tag, then award 0 merits if re-killed.

or something like that.

The Power Play Bounty having a cumulative Merit component might be an easier approach to take, which could, perhaps, also have a multiplier applied depending upon your Rating. A 'Powers' Most Wanted' list could list the highest bounty holders & their last known location to enable PvP 'assassination' attempts. That said, I haven't played open for about 6 months so I'm probably not the best person to make suggestions on this aspect of PP as I currently don't play it, but there you go anyway :)
