AXCZ Security Status Changes?

In the past few weeks I've been to different systems for AXCZs. In the first one or two weeks I found that I could get a bounty for hitting clean ships (normal security, but police reinforcements are probably not coming). Later I found AXCZs were lawless, but now they seem to have security again.
So, AXCZ security status, was it twisted around in recent patches, or is it persistent and I just happened to be in an AXCZ that was affected by nearby CZs? Replies are appreciated.

If I had to guess, I'd say they lost the system to an Anarchy and gained it back. Since 3.3, factions have been snapping in to war constantly.

Without knowing specific systems, I can't be certain.

I'll try to find out which system I've been to. Different systems at different time when I saw those status though.
