Newcomer / Intro Back after 6 years

I've only logged 473 hours from 2017 and that was from 2015 thru 2017, I'm from US.
I have both steam and original launcher, bought game through frontier, got elite and the season pass for Horizons.

Im assuming my accounts are linked as I can install from steam and steam has my play time info.

I have a few questions on how to proceed with re-install or updating game,

1. Should I upgrade in frontier launcher Legacy Horizons and install Horizons? first? or install elite in steam? I see In steam the DLC horizons and the elite key.
2.Will I lose all I've gained from previous playtime? And should I then buy and install Odyssey? from steam ?

1: Blaze your own path...

As I understand, you bought ED from FD and also got the Steam key (they did that back in the day). So you got what was called base game and Horizons on both FD and Steam. Seeing all the (additional) issues Steam users are posting, I'd suggest you stay with FD, so
  • log into your FD account and check your downloadable content
  • download the Launcher, then update/download everything you need for live Horizons. I wouldn't bother with Legacy, but see 1.
  • if you want Odyssey, buy it from FD (mix-and-match usually requires a trip to support)
If your account at FD is still active, your old CMDR data/progress should still be there. In case you can't access your old email any more, contact support.
 
Be advised that now ED is split into 2 different games:
  • Elite Legacy (v3.8, Horizons) - is the old Elite, closer to what you left behind in 2017. It is no longer updated and the Galaxy (and the commander save) is completely separated from the Live Galaxy - what you do in Legacy will not be reflected in Live and the other way around.
  • Elite Live is version v4.0, with Horizons (Base game) and Odyssey (Payed DLC). It's running the new 4.0 engine that has new graphics, new planet generation, new tenuous atmospheric planets (Odyssey only) and not at last on-foot action (Odyssey only)

As Ashnak said, check your account on FD store, download the Launcher, then install both Live (about 50GB) and Legacy (about 20GB).
Before buying Odyssey, check Live Horizons - see if your gaming rig can play it since it's way more demanding than Legacy Elite.
IF you like what you see and how it runs, then you should consider getting Odyssey too.
