If a systems that is Anarchy and controlled by an unfetered Minor Faction had the Minor faction replaced by a Minor Faction that is a Dictator would the system no-longer be Anarchy and become a Dictatorship?
Yes, the system would be governed by the laws of the dictatorship. However, any stations controlled by an anarchy faction will have very few prohibited commodities.
