Is it permissible for people to use bad words in park titles or male genitalia in a park? I saw those things on the workshop. The one guy named his park an innocent title but the picture shows a male private organ made from the ground. There are others with the sh and f words in their titles.

They are tagged as "incompatible". No need to panic. It's a sandbox game, there will always be some poor taste in workshop submissions. It's been very minimal, it's rare.
There is nothing stopping anyone from putting this content in their parks. It may be hidden, only found by someone exploring the depths of park. Workshop contributors should warn about it I suppose, but that's impossible to enforce.
All you can do is unsubscribe from stuff you find offensive, and take note of users on Steam with good reputation, good comments, which is 99.9% of contributors! It's not all about obscene language and rude body parts. There's endless social, political and religious references that could potentially be used in offensive ways. The *potential* for this only reflects on the awesome power of the modern sandbox game!

This is not etirely true by the way. Only a handful few are lucky enough to be rated by the Userbase. And mostly those are Creators that are popular anyway. A lot of awesome stuff doesn't have enough ratings to give that Creator a reputation.
If you're meaning the incompatible content, it comes under what is known as offensive content. I've seen a few of said items and they have problem names and/or images. It may be kids making them but that says something about the names/images used by those.
