Bad Social Mechanics or Working as Intended?

I got interdicted by a player in an anarchy system. He asked me to drop the cargo but I gave him the slip. Since I'm a pirate as well, I wanted to chat with him further so I added him to my friends list. At this interface I realized that you need someone to be in your friends list before you can block them. This guy won't have any incentive to accept my friend request because he risks having a potential victim block him and decrease the chance that he'd be matched against me.

This just feels like bad social mechanics to me. Is it working as intended?

Frankly, I think the block mechanic is unnecessary in a game with this many star systems.

I would think that it should only block attempts to communicate, not block them out of your "universe". Seems a bad design idea...

My understanding was that blocking someone also significantly decreased your chances of being matched with them. This was discussed heavily in the pre-launch mechanics discussions (DDF?). It's anyone guess as to whether it's really implemented this way or not.
