They're a bit weird aren't they? CMD ports are a bit hit-or-miss, must be ever harder to get than the SEC port stuff, though I guess if you can cope with the lower drop rates maybe that makes it easier 
Missions make far more sense, they turn up as mission rewards all the time

Most reliably gotten from the dead skimmer in IMs for me. Of course, all I see now are settlement defense plans.

CMD ports have been doing my head in of late, as have SEC ones. Every time I access one, its rubbishy stuff like Accident Logs, Employee Directories, Duty Rota, Faction Associates, Next of Kin Records, that sort of stuff. PWR data ports are just lengthy lists of Air Quality Reports. I'd say one in five visits have provided me with something useful.They're a bit weird aren't they? I did get an SDP from a SEC port last week, at Arai's Mine in Iah Bulu before the whole system descended into war. I think I might have needed a lie down from the shock!

SDPs or IMs? SDPs are an uncommon drop but they do happen. IMs, just find a nice system with a lot of planets and check every one. Something'll turn up, and if not there's always other systems.
It's still RNG involved. Just a numbers game.
