I have the bandwidth meter on essentially all the time and have always experienced uncommon, but frequent enough, occasions where there was significant bandwidth use while I was in an empty system (and jumping through systems highly unlikely to be populated) and not part of a wing or communicating with anyone. I figure that the authentication/transaction server occasionally polls or collects telemetry from clients, or certain clients become superpeers of some sort from time to time, but I haven't really looked into it in any detail. One think I do know is that this is not new; it goes back as far as I can remember.
Not seeing anyone also doesn't mean you're alone. There was a time shortly after the addition of the CMDR log where it automatically revealed all connected CMDRs, but they changed that so it only reveals those who have spoken in local or who are within a certain range. So, it's possible to be connected to them without anything (in-game) except the bandwidth meter registering their presence.
However, the receive bandwidth in Sovapid's OP is extreme and not like anything I've seen outside of a heavily populated instance and there is usually a more balanced ratio of send to receive. So, I have no idea what that ~400kbps receive would be.
