Banks and boosters seem backwards

I’m a new player, maybe 6 weeks, so maybe there’s a good explanation that I’m unaware of but my question is this:

Shouldn’t expendable SSB’s be on utility points like heat sinks, and boosters, which are a constant passive addition, like HRP’s be in internal slots? It just seems backwards to me.
 
Do you mean the SCB (Shield Cell Banks)? If so, they are not so much expendable as depleated. Think of them as super capacitors delivering a charge to the shields to quickly restore some of the strength.

Shield cell banks effectively pump instantly energy into the shield generator – which is internal. Boosters however increase the strength of the shield's force field – which is outside the ship. So the current system makes absolute sense.

Shield Cell Boosters are like a NOS system built into the engine of performance cars, so thats a part of the guts of what makes it work which means its very much an internal module. And just like a real life nos system, theres a very limited number of times it can be used.

Passive boosters can increase the shield strength hp and/or resistances to specific damage types. They only affect the end result of what the shield creates, not the module itself.
