It won't let me finish the bayou game, the first chapter for the Pirates of the Caribbean attraction. I get through the first part and then after the cutscene where Black Barty abandons ship and then comes back, I can't move anymore. I can hit crocodiles, but I can't row. Please help, I can't get past this.

I have the same issue and it’s annoying because i can’t continue in the game until i finish this
I don't know if you or anyone is still having this issue, but am playing the game at the moment and tried the Pirates of the Caribbean ride (on Xbox Gamepass under Win 10). I found if I temporarily add a second player (you can load this in as late as the cutscene even), it spawned me with a second player, but I wasn't stuck and able to move forward in the level. Obviously, you'll need a controller and press the options or start button on your controller to enable a second player. Hope this helps someone.
I'm still having this issue -- I've tried the multiplayer suggestion but I still can't move after the cut scene 
Along with this, the controls are very jerky as opposed to the more smooth movement I see in people's videos.
I've tried re-installing the game and it still is the same.
Another glitch, when I open the pause menu and try to edit controls, the game glitches and turns to a flashing black/grey screen.
