Actually, our fortification efforts are very good, it's just we have a huge deficit by default because of bad systems.

EDIT: to be very honest, I picked her initially because she seemed like the underdog, and because I thought the prismatic shields would be useful (they are, for me at least). Plus, she's aligned with the Empire which was a deal breaker for all other powers aligned with another major faction.
