It would be fun to specialize in something if the upgrades stacked.
Some weapon examples would be Headshot Damage, Magazine Size or Stowed Reload.
Suit examples; Added Melee Damage, Improved Jump Assist or Quieter Footsteps (run like a ninja).
You might argue that some of these would be overpowered, but any piece of gear with 4 upgrades already is. There could be diminishing returns or an effective cap for some of them. Also, whatever you specialize in, it means you'd have to sacrifice something from another slot.
