Staff could help people at certain points by pointing the way (with waiting times in mind) (carrying a mobile device of sorts so they can check the crowd-densities in the park).
They could also stand at closed paths or place a quick fence, the kind with an elastic band and a sign at those times.
They could bring those from a mechanic facility (like in planet zoo) or the employee spaces on one of those lowcarts used in construction-shops.
Some more things they could do: maybe selling or giving out maps of the park (auto-created from your layout or self-designed) that guests can walk around with. Plus :> differences in behaviour of guests having the map and those without would be nice.
