What is the benefit over just targeting normally and finding out if they are wanted or not?

Targeting normally will tell you if the ship has a bounty in your current system. However such scallywags often have bounties in other jurisdictions. The Kill Warrant Scanner gives you the information on those bounties too and allows you to collect them once your target goes POP. In Anarchy systems as there is no jurisdiction a Kill Warrant Scanner is essential to claim the bounties on whomever you take out there.

It is indeed a very useful device. I managed to bag an induvidual with a double bounty. 3k in Federation space and 4k in Empire space. Small fry but every little helps.

You get to collect on both? or do you have to choose?

Both - though you have to go get the bounties from Empire and Fed stations, one will not pay the other and vice versa. I popped a wanted pirate with bounties across Empire, Fed and Alliance recently. It'll be a while till I can cash in the Alliance one!
