Best Economy for Imperial Slave Cargo Missions?

Assuming that you are Allied in the Empire systems, what Economy or combination of Economies have you found reliably gives the most Imperial Slave cargo missions?

And does Government type play a part as well?

I thought imperial slaves were a buy low/sell high situation. I didn't think there were cargo missions for them. I guess they would be offered in a boom state just like any other big cargo mission.

Edit: You could always go to EDDB and see who's selling and if they're in a boom state.

Any economy with a supply for them and then a boom state for more deliveries. Found them often enough in Synteini, for example. Agriculture and usually boom. Being Torval controlled may help, too.
