In a word, no. The DBX is cheaper, but Asp is an overall better ship. A 30 million budget won't get you the best possible build, but if you put a 6B scoop on it you still get a great explorer that scoops much faster than a DBX and is well within your budget. The build posted above isn't bad, the only thing I'd personally do differently on it is downgrade the shield generator for further mass reduction, and possibly put an AFMU in it's current slot if going out for an extended period. You'll be avoiding combat anyway so that shield is more to protect against accidents than anything else, a 3D should be more than enough - it'll spent most of it's time turned off anyway.

To be honest Cdr you can get a pretty good explorer Asp for 16million. Currently flying a 16mil build Asp back from the core and she's performed amazingly.
Used to fly the DBE. Great ship. Cheap as well but limited. You get that nice class 6 scoop and tons of module space in the Asp you just don't get in a DBE.
30 mil will get you a great Exploring Asp.

My own 16 mil credit explorer build is here. Tried and tested and worthy:

6C fuel scoop is surprisingly good, don't waste your cash on a 6A (28 mil!) and AFMUs are vital in my opinion if you are going to explore deep.

I am upgrading when I return, and my upgrade is just short of 30 mil (29 mil actually) it is as follows:

Dropping an AFMU for the upgrade to 5A, upgrading my fuel scoop to a 6B and I feel we will need cargo space as explorers post 1.4

Or you could go DBE, but I wouldn't recommend downgrading from an Asp, especially if you have the cash. The Asp is just a far superior explorer. I used to explore in a DBE, here is my old DBE for comparison:

Similar price, almost similar range but the modules let it down. You need a good fuel scoop, a good FSD and solid module adaptability out there and in my opinion the DBE just doesn't offer it.

Saying that other Cdrs swear by them. I am a numbers geek and to me the numbers in DBE builds just don't compare to the numbers in a similar spec Asp. Especially when you consider my 16mil Asp build is still upgradable whereas my old 16mil DBE build was maxxed out.

In all fairness if you want to find entire areas of unexplored you need to be at least (in my opinion) 10KLY out from the bubble.
Best checking explorer sub forum for advice.
