Yes, presumably as it takes somewhat over 80mil to outfit properly even with a 6A shield instead of 7A.

So what would be the recommended loadout for a pvp courier? I've never quite found one that clicks

I think I went with dual plasma accelerators and a flak cannon on my fun build. Quite effective once engineered but generally limited by ammo. Profitable but for a limited time unless there's a station next door.

For something more effective maybe 3x multi-cannons and possibly a beam laser mixed in.
The "Vulture Space Superiority Fighter" gets my vote. Fixed Pulse / Burst and a Fixed PA are my usual loadouts but Pacifiers / Frags and MC are always fun.
It can be tricky getting an unengineered Vulture into the void due to the power issues. I quite like this aspect of the ship and the compromises you have to make are part of the experience of flying it. I do love my Vulture.
My second choice would be an Imperial Eagle. There isn't much between you and a Rebuy except of course your skill. It's also a great ship to learn fixed weapons in and to begin flying FA off. Plus, when you do nail a bigger target you get to feel like you just won Top Gun.

Vulture all the way, OP. Engineered, it is great to fly & a top combat build will be closer to 20m, which means a rebuy of ~1m. Here's mine (although it's currently pimped out in 'tactical ice' with white weapons & engine contrails [big grin]).
