Right now it's the Vulture.
There is no single answer.
It's rock scissors paper.
Depends on many factors - setting, objective, fighting style - defensive or offensive.
Don't overlook the Python, it still packs a punch and has the best hard point placements.
Certainly the Vulture, Clipper, FDL, Python, and the Anaconda are great tools for the right occasion. Even the Cobra and the Viper can be the right fit sometimes. Each ship then has to be tested for the best load out for the way you fight.
There are just too many variables to crown any one ship right now - that's why the Python got nerfed - it clearly held a dominant position pre-nerf, but not any more.
