Best li Yong rui system for federation?

So, I'm about to start elite dangerous, and I've done quit a bit of research. I want to start in or near a federation system with li Yong rui for the benefits. I can't seem to find a answer via google. Anyone got a answer or suggestions? It would be extremely helpful. I am swearing to the federation and I also want li yong-rui's discount. I feel like this would be the best way to get started.
