Best place to rank up Empire and Federation

Can I risk ridicule?
There is no 'good' place if you actually want to enjoy yourself playing the game.
If you enjoy playing a game, you are better off picking a star, following it, making friends with factions where you find them, and let your imagination run riot.
But if you mean: "I want tedium and grind, because I just want rank and ratings..." Then wait a post or two, and you'll have today's dull answer.
Whether it be Sothis & Ceos, Quince, Tun, Liabeze, HIP 10716 & Wu Guinagi etc, etc, etc. There is nothing really special about any of these places other than tedium.

Grind rank for the sake of it at one of a handful of unballanced payout systems.... Buy a conda.... get bored....quit.
Empire : Hip 10716 and Wu Guinagi
I used Hip 10716 and Wu Guinagi for empire as they are right next to each other and every mission is only in those systems. It's won't take long once you get in the groove.

I recently was in Wu Guinagi and did this ranking up. I just needed 1 rank progression. Very boring. If it would not have been for the awesome ATC female voice of the Ziegler Dock I would have not done it. Now I found that same voice in one of my neighbor systems. Good that Fdev did not add that voice before my explorations. lol
All fair points - although if you're gonna grind Emipre rank, I'd then buy a Cutter to grind trade rank, then add an SRV to grind engineer rank, then grind materials to fully engineer an fdl to grind combat rank... <all whilst watching Netflix>
