Think this depends on traffic in the system you are in and number of factions at station or outpost. More factions more missions.
With this in mind stations normally have more factions.
There is no best, you just have to keep at it. If you have no Rep at a particular station then the missions will be not that numerous and of low value. The higher your rep with a faction the more numerous the mission will be become and for higher rewards.
