I'm trying to get the iCourier. I'm friendly with the empire (58%) and cordial with several local factions around Cubeo, mostly from turning in bounties. However, I can't find a single imperial navy mission. Are there some systems that generate more missions?

Next to the bar that tells you your imperial status (friendly, allied etc.), you should have another bar that tells you how long before you can get the next ranking opportunity.
As you can see I'm Baron ranked with 83% progress to the next rank.
You'll want to do missions with Imperial factions to move things along quicker, rather than just turning in bounties.

I see, I should be taking on actual missions. Thanks! Does it matter which faction or will any aligned with the empire do?
Any Imperial aligned minor faction should do.
