At present you'll find action in Engineer systems such as Deciat, Wyrd and Wolf 359.. Also look for active CGs, theres always someone looking for a fight around them.. bar the ones at Jaques that is.

There is no particular place to pvp, unfortunately pvp needs to be organised in a rather non organic way
The reason I state that is because if you do any one of the following you are considered a griefer,
- Go to a community goal and oppose the ideals of the community goal by attacking CMDR's participating
- Go to a populated area to find CMDR's to test your metal out against, (I'm not talking about seal clubbing or attacking unarmed ships, rather Pirating or attacking ships that have combat capable subsystems)
- ETC
Also if you come across a pvp player that is up for it...7/10 times (if you don't come across a member of some of the more respected PvP groups) you will come across someone abusing the unbalanced heat mechanic currently in effect.
All that I have mentioned is if you look to go out and instigate combat, the alternative is as mentioned above, go to systems and hang around until engaged.
If looking at competitive PvP I would suggest seeking out one of the PvP orientated wings on inara.cz
