It depends on if I want a quick turnaround or to travel to cash in my vouchers.
Sometimes its relaxing to just plop into a Faction system RES and collect local bounties, other times its more fun to do anarchy systems with a kws and a cargo scoop for picking up those tons of ill gotten gains that pirates jettison in hopes of distracting you from their bounty.

Buy a kws, and go to an anarchy systems nav beacon. If you want a smooth bounty hunter session,make sure you have no cargo on you. So much as a single ton of grain will cause every pirate aggro to you, which can get overwhelming at times, whereas no cargo and they will just scan you and leave.
I read another thread the other day with this great info.
Go to Komovoy system, it is an anarchy. Take a KWS, no cargo. Go to planet A3 and drop into its rings.
Wait a short while and the first ships will drop in.
Those travelling in groups of three appear to never be wanted.
Lone traders will jump out quickly.
Pirates will approach and scan you. Scan them to get their bounties, without it I don't think you get any credits.
As long as you don't have cargo they will not fire first, and turn away. Start shooting them from behind
Great thing about the system is that there is a base very close by for ammo and repairs, and better yet you can jump to Alliance, Fed and Imperial space in one or two jumps to collects the different bounties.

But try going to a system that's in a state of war.
Don't bother getting a contract to "kill n ships in a warzone." Just fly near them and drop into any USS nearby. Just flying the 20000ls from the nav point to the main station in eta Scorpii (or how the hell it's spelled) earned me over 50000cr. The biggest bounty for a warzone was 25000 for killing 8 targets. Guess which was easier?

It doesn't seem to work very well. I dropped in and there's hardly any enemies. Few sidewinders, the odd cobra or asp. Very rarely a python or imperial clipper. This is nowhere near what was advertised.
