Does the state of the system matter? I was bounty hunting in Luytans star and racked up nearly 2 million within a short time, FDS, FDL and Anacondas were spawning left and right. Later I moved over to a system on lockdown and for about 45 minutes only Eagles, Cobras and the occasional Asp spawned, after about 45 minutes I only landed 500k. Does it have something to do with the state of the system?

More likely just your spawn for that instance, leaving and coming back immediately (alternatively, logging in and out) will change the spawn. Repeat it until you find the ships you want.
I'm pretty sure I rember HAZ Res being more consistent with heavy wings and big ships a few updates ago, definately seems different to me now.
I think it's just luck.
As for excellent systems, try to find a good system on the border of Empire, Federation and Alliance space, and take a KWS.
You can then cash in the additional bounties without traveling much.
I used to hunt in an Empire/Federation system called PEMOERI. It's also just a few ly from Alliance space.
But in 2.1 they changed the RES sites so it's not as good.
Used to have a high and Haz RES just 3ls from Al-Din Landing.
Terrible outfitting though, but Lave/Leesti is nearby.

The rings of Saturn are excellent as a lot of high end spawners and Titan city port is right there. The only problem is, I'm getting very close to being unfriendly with several of the minor factions because I've been killing all their ships. I'm allied with the controlling factions. If I get unfriendly, or hostile, rep with these, what would the consequences be? Because of that I've been jumping from system to system.
Want the absolute best place to hunt? Head to I Carinae, then go to Somerset station. It's an earth like world with multiple RES sites of every type.
Somerset station is within the ring as well (in between the ring and planet so like inside) it's about less then a half a light second away. Features mostly full outfitting. And it's a sightseer!
