Beta - Sol System with permit?

Just wanted to know if it was possible to get to Sol without a permit in Horizons beta.
Didn't see anything mentioning it.

Since the Horizons beta is merely new code on top of the existing Elite build I would expect that you can enter Sol with a permit just as you normally could. The only thing that might prevent it is if Sol were outside the Horizons test area. But I think Horizons uses the whole galaxy and only the landable planets are limited in scope in the beta.
