beurocracy gone mad?

Why does fifty years make such a stupidly major change to the galaxy, every major system in ED is locked down by a permit surely there should be some black market somewhere where these could be gain for a fee?

For me all the permits ruin ED somewhat, imagine in Elite if Leesti had a permit? Or some of it was locked with permits?

I made a jaunt over to sol and whacked into Permit central.
Ross 128 permit (prison in Frontier ok)
Sol permit (federation capital system ok)
Van meanes (religious mutters ok)
Beta Hydri (tourist place, oh guess what permit required. Can't imagine they do a lot of tourism lol)

The Beta Hydri permit is reasonable. It's an exclusive resort - the last thing they want is some grubby RyanSpace charter pilot ferrying in a T6-load of gap year backpackers waving their towels around as if they know what they're used for. Permits are reserved for a carefully checked and approved set of travel agencies who just happen to charge a truly monstrous fee.

It has nothing to do with what you think would happen in 50 years of imaginary game lore - it's a game design decision.

Just get yourself the permits you need - it isn't difficult.

....and a word of Warning :

When you get those Permits.... Don't come with high expectations - you'll likely be disappointed beyond repair.

The vast majority of Permit Systems hold nothing to even remotely warrant a permit. They're simply your everyday standard System.
Often enough, the interesting System descriptions are entirely fake/notional - there's often nothing resembling these in the actual Systems.

See this Thread for details which Permit Systems could be of interest for you (a handful among the masses of useless permits actually do have benefits) :

Yeah, it's a shame and a bit strange that most of the permit systems seem to have any benefit at all. Other than some posh looking stations.

There seems to be very little, if any, trade options to/ from them either.

It would seem logical that a central system like Sol would import little in terms of physical resources. More tertiary services would be more likely, offering little of export value to the trader. But import prices and demand especially for stuff like consumer tech should be high.

That's gold, I'm still laughing! Although as a proud T6 CMDR, my pride is a little dented!

It's just a natural extension of the current Visa system, whereby, for certain countries, special visas are needed which need embassy permission (and fees), internal corporate permission (and fees) and exclusive use of both the national airline and a specific travel agency (with more fees), such that the ruling party gets it's slice of pie, as do their cousins, cousin's wife's former roommate and pet hamster.

After that, you get into the country, and there's Mcdonalds, Ikea, Starbucks, Hilton, and Gap, just like everywhere else.

The permits don't do very much at present. I got the one for Summerland which if I remember rightly is home to the largest private security company in the Empire and guess what? It's no different to any other system. I expected a heightened level of security, maybe to be able to buy some experimental weapons or other interesting things. What you get is a bog standard system no different to any others. This is an area that requires some work to improve it and I'm sure Frontier are aware of that. Also some areas are closed off for future use in major story lines such as the thargoids. Better stuff is coming but it's going to take time.

Compared to the vast amount of occupied systems the number of permits is negligible.
The real problem is that it is too easy and pointless to acquire permits. There is nothing special to see or do in systems with permits.
In a prison system I would love to see a special prison station that looks the part with special missions that are connected to it's function. Or in a core system like Sol and Achernar I would expect to see unique space stations, huge capital shipyards, military complexes, research stations etc. etc.
