Beware floating canisters!

So there I was having a lovely time, killin some NPCs and the occasional wanted player for the bounty, hanging around the local station and generally just chillaxing. what do I see but some floating canisters of stuff! Oooh free stuff I think so I get my fuel/cargo scoop out and go collecting for the first time ever - can't get most of it as it's too near the station to pickup, but still bag me a nice ton of leathers - must have been an unsuccessful docking, poor chap. Anyways, I then perform my first ever successful docking procedure - landing gear down and everything! Double win!

To my distress I don't seem to be able to sell it... Doesn't register as cargo in the station... Can't get rid of it on the black market either... Hmmm... So off I pop to another system miles away - another first for me there too! - only to get interdicted on the way... Get some comms chatter about me being wanted in this federal space and then bosh, I'm dead for 'stealing' !!

So questions are: was it a bug that I couldn't sell it or some station rule? And was it stealing as it was so close to the station? If I'm out in the wilderness and do the same will it be classed the same?

Any help to understand the laws would be great fully received :)
 
Yeah I encountered the same thing since I decided to start playing with the scooping mechanics :D

It's stolen wherever you scoop it from - a signal source with nobody else around, stolen. Destroy a wanted transport and scoop some cargo - stolen. "Help pick up litter" around the station - stolen :( Bit messed up I think but that's the way it goes for now.

So being stolen, you do have to sell it on the black market. It won't show up in the normal trade window. There might not be a black market demand for it though - so then you have to try somewhere else or jettison it.

As for getting a criminal record, if you max out engines and hit boost as soon as you're interdicted you can usually put enough distance between you and them to avoid the scan and get back in to super cruise. You don't seem to get a record for running from the police :D

Scooped canisters are considered to be stolen. You will find the Black Market in the Contacts section of some stations (Azebin City is one). You can sell the canisters there.

If you are stopped for a security check, things might get interesting when the security service scans your ship and finds stolen cargo. Some players have indicated that dropping all of the cargo prior to the scan then picking it up again afterwards avoids detection (weird, I know).

Out of interest, what station were you trying to sell the Leather at?
 
There also a black market bug where sometimes it won't show any demand, but if you switch to the regular market and back you'll be able to sell it.
 
If you boost away full pips the instant you drop when interdicted, the Feds don't get the chance to scan you.

As soon as you drop, full throttle, 4 pips, boost in the opposite direction.

Sometimes the blackmarket is slow to refresh, just exit, enter again.

Well, not only that but I found at least one commander who killed me (and lots of others) from the inside of a station (I was docked, so completely helpless) and (I suppose) looted my cargo containers floating in the station after my death (there were already a few before I docked)...
Not cool, dude!
