BGS changes in Update 10 - some bonuses for criminals

You can use Inara "nearest" -> "minor factions" to find a combination of civil unrest + government type + controling faction (so you know they have at least one asset, plus it's easier to see on Galmap that the system is still under civil unrest). Then you need to jump there yourself an look on system map as the individual asset information on Inara may be outdated.

As of now, civil unrest opening black markets is effectively useless and probably issue tracker-worthy, or deserving some clarification from Frontier. Yes, it does open black markets but factions that don't normally have black markets outside of civil unrest will just suspend it.

I am currently at a station in this system, the black market is not available. Before that was in another system with civil unrest, the black market is also not available.
This was one of my concerns.... as far as i know Black Markets aren't universal facilities... and my worry reading this update wasn't that Black Markets would be created in Civil Unrest... rather... if a black market exists and the current conditions disable it... Civil Unrest would enable it.

The quote from the update post kinda aligns with that because it says, paraphrased, "civil unrest will activate the black market facility"... which to me reads that it will only happen if one exists in the first place.

Once again... Black Markets should be universal.
 
I could not find any information about the influence that selling commodities at a loss has now. Does somebody know?

Unknown so far. The information in the Trading For Influence thread is definitely out of date with what Frontier has said about how it's supposed to work now, but the last posts there suggest that the new mechanic may not yet be working correctly. It takes a while to do this kind of testing too, so even though people are surely working on it already I wouldn't expect more than preliminary impressions yet.

We've had success with Powerplay bugs issue reports, which makes me pretty hopeful they'll be able to fix stuff very fresh in the code.

When you think about it, it seems to be more related to the ethos blocking black markets, as it makes no sense. Natural black markets and Civil Unrest black markets both serve no purpose when the ethos that doesn't block black markets always have them anyway (except when PP closes it).

Edit - The PP effect of opening black markets does seems to not get closed by ethos, so it's only those two cases that don't serve purpose.

If so, then this innovation does not make any sense. The black market is always available under such forms of government as democracy or communism. I think this is another broken code.

Delaine systems have BM opened, given the factions are consideed "lawful" it's like the power itself shoots in the foot... working as intended, meh.
