This was one of my concerns.... as far as i know Black Markets aren't universal facilities... and my worry reading this update wasn't that Black Markets would be created in Civil Unrest... rather... if a black market exists and the current conditions disable it... Civil Unrest would enable it.I am currently at a station in this system, the black market is not available. Before that was in another system with civil unrest, the black market is also not available.
Unknown so far. The information in the Trading For Influence thread is definitely out of date with what Frontier has said about how it's supposed to work now, but the last posts there suggest that the new mechanic may not yet be working correctly. It takes a while to do this kind of testing too, so even though people are surely working on it already I wouldn't expect more than preliminary impressions yet.I could not find any information about the influence that selling commodities at a loss has now. Does somebody know?

Even where a black market pre-exists but is disabled (greyed out), the Civil Unrest state doesn't do anything.

If so, then this innovation does not make any sense. The black market is always available under such forms of government as democracy or communism. I think this is another broken code.
