BGS question: Human killing human counts for stability of system?

Greetings, cmdrs.

A cmdr I have just met today claimed that humans killing humans do count for measuring a system's stability.

Is that true? Considering civil unrest, lockdowns and the like.

I have heard both versions

1. human vs. human DOES count

2. human vs. human does NOT count

So is it primarily an excuse for attacking others or is there a valid BGS purpose in it?

No killing humans has no effect on the bgs. Unless they have a bounty or are doing missions which you have no real way of knowing.
 
Interesting question, but probably moot as killing NPCs is relatively trivial and time efficient means of influence changes.

PvP is essentially a distraction from BGS work, although it is a bloody good reason to do it!

As alluded to above, killing humans does prevent them affecting the BGS, save for where they have already finished their work.

Also what this thread needs is the open/solo debate :p
