It used to be around 17:00 game time or so and now it's often after 21:30 only. Is this due to the Beta? Will this change in Chapter Four? At least for us guys sitting in the Central European time zone an earlier tick would be a clear improvement. [where is it]

Yes - it has moved materially in the last few days
But - it's made material changes in the past, and although broadly appearing stable/consistent for many weeks/months at a time, it isn't
And - don't worry about it - the 3.3 release on Tuesday 11th Dec will likely make a sweeping change to its timing, and then (based on previous releases) a new baseline tick time might be established over the intial 7-10 days.
