In the right hands a Clipper can be lethal due to it's speed, potential tankiness and ridiculous shields regen rate (faster than the FAS with higher MJs).
Since kinmob isn't as active as before (or not active at all), no one has succeeded him as the clipper actual XDDDD
Imo clipper's main problem is not being aggressive enough as a hybrid/hull tank ship. 2 larges and 2 mediums are not bad but you know, the placement... The shield regen is also part of the reason: it's too fast for a c6 distro, even with low draw experimental. Perfect pip management would ease things a lot but won't solve the problem, the distro can't recharge fast enough to keep firing and recharging at full speed.
The hull tankiness is good but the ship is not evasive at all, it's simply too big to miss, and the lateral/vertical thrusters and low thrust output when boosting make things even worse.
The "boosting away with speed to recharge shield" tactic is not very effective against any opponent using biweave anyway. Yes, you recharge faster than most ships, but it doesn't mean they don't recharge at all. When you come back with full shield, they also got their full shield back. It could reduce the loss after you make some mistake, but it doesn't work when your opponent just out damage you.
I'm not saying clippers are no good, but for me, to utilize a clipper means you are relying on your opponent to make mistakes(usually pip related), and that's just not what I usually do.
I have a fairly respectable clipper I use in pvp, but I enjoy using oddball ships for pvp. There's nothing more enjoyable than kicking someone's butt in a clipper or a DBX or an orca.
Sound fun, but.... #SAVETHEASPSCOUT, even a man likes oddball ships refuses to fly it.[noob]
