Ships Bi-Weaves slower than molasses

Try this build https://s.orbis.zone/7quz or this with frag turrets https://s.orbis.zone/89Ac , the class 5 shield is always going to have slower regen times than a class 6 in a Krait for example and the class 4 in our build is even worse.

With a class 5 bi-weave 500 - 700 MJ is about optimum to keep the regen times acceptable, also for PVE I engineer for higher thermal resistance as that's what most NPCs use.
 
I'd swap the sizes to 5C Bi-Weave and 4D Hull Reinforcement. You loose 117 (4.2%) absolute hull but gain 113 (26%) absolute shield and 22% faster out of combat shield regeneration.

If you additionally replace two 0A Shield Boosters with 0E, then you get approximately the same shield strength and recovery time as before (with charge enhanced), but recharge time gets reduced, the total power draw of shield generator & boosters goes down from 6,25MW to 4.4MW and the ship is 7t lighter.

Don't forget to set power priorities.

Also don't do symmetrical fixed weapons on the Mamba, they are to far apart to hit together. And clean drives are only useful in a few situations, combat is never one of them. You want speed and agility. If the shield goes down and you have a heavy, lots of MJs, bi-weave just turn of the HD boosters and you can get your shield back in an reasonable time. Power Distributor is part of the problem: -14.72% recharge rate.
Instead of High Capacity modification, try Charge Enhanced with Super Conduits so you can feed your shield generator faster.
The High Capacity modded distributor isn't bad, just suited to say a Prismatic Shield High Cap Booster build, so not wasted. But even an unmodded module would be way better than this one for faster recharge.

The Shield Generator will suck power at a fixed rate from the SYS capacitor bank. Wether the shields are up or not.
If shields go down, and there is nothing left in the capacitor, it will never start recovering. You have to supply power faster than it is being depleted by the generator, to rebuild the charge. Put at least 3 pips into SYS to do that. See if the bar starts to climb. Once your Shield Generator is getting supplied, the shields will come back. There's no special advantage to having 4 pips to get the recharge, once the capacitor is charging up or at least holding steady, the Generator is getting a full feed.

You have to get to 1/2 of your shield MJ banked in the Shield Generator before the shields will return round the ship. So for a BiWeave build, with quick recovery, it is counterproductive to run a huge amount of MJ. You want enough for basic protection, but the idea is you gain over time because the recharge is faster. So you ideally would want to move in and out of active combat, to give the shield a breather every so often. Biweave builds are suited to Resistance mechanics better than stacking MJ.
