Binary Planets/Moons Question

Question for the Community....

Are Binary Planets and Moons treated as separate Economic Slots or not?

Can a Binary Planet orbital slot be affected by a slot in/around the neighboring Binary object?

I have a Colony orbiting a ELW in a Binary occupying the only slot around the ELW.

Can I put a Space Farm in the single empty slot available in the neighboring HMC Binary Planet and have it affect the Colony?

Or am I stuck with a Colony around the ELW?

The Colony is in the Primary Port position so I had to start there.

My thought at the time (this was a month or two ago) was that the Colony would be affected by the ELW, but that did not happen.

I would quite like to convert the Colony around the ELW to an Agricultural Economy, so a Space Farm in the neighboring Binary Planet orbital slot is my last hope, although I could wait for more tweaking from FDEV of course

What is the consensus of opinion on this question?

This binary setup worked before FD turned off planetary influences:

"Development Level >>"? Figuring out what all these numbers do.

On the other hand, most things in colonisation don't need very high quantities of HT commodities. So building the HT outpost (intrinsic economy, so unaffected by the planet, it seems) and then boosting its production with a few development level increases probably gets you a large enough market...
