I'm currently looking into NSPs, but so far, it looks like that if the system satisfies all the requirements, then the lifeforms (and thus, NSPs) will spawn every time. For the various peduncle trees and pods, the requirements are:
- system should have at least one of the following star types present: F / G / K / M
- system should have at least one of the following body types present: ELW / WW / GGWL / WG / CII GG
Their spawning area covers the entire regions there, same as albulum gourd molluscs, and unlike every other (space-borne) lifeform.
It's quite interesting, because albulum molluscs are the same with the exception of requiring a T star in the system, and in my opinion, the end result of that is a perfect balance of rarity.
Peduncle stuff is too frequent in those two regions, and everything else is too rare all over the galaxy, since the spawning areas tend to be too small, and if they aren't around nebulae or obviously hand-picked locations, then nothing seems to point to where they might be.
Were the areas of albulum gourd molluscs in the IOS, and peduncles in DP and SCA their whole regions intentional, or happy little errors? A good question.
