I have been searching now for days and i just cant find them!

Any one know where i can get some?
I know there was an update recently and that tends to trow all material rewards out the window... am i to asume they missed the boat?
It would be nice if all materials could be obtained out side of missions so that every time this happens its not a brick wall to engeneers
