Even just adding two would be a really great, though by no means anywhere near complete, representation.

Arctic - Snowy Owl, Brant Goose
South America - Toco Toucan, Hyacinth Macaw (I prefer them over other macaw species)
Australia - Kookaburra, Sulpher Crested Cockatoo
Aquatic - Mandarin Duck, Australian Pelican
Southeast Asia - Great Hornbill, Lady Amhearst's pheasant
Africa - Secretary Bird, African Grey Parrot
North America - Bald Eagle, Greater Roadrunner
Europe - Eurasian Eagle Owl, Mute Swan
Wetlands - Shoebill Stork, Roseate Spoonbill

Of course, South America and Africa were the two most challenging to keep at two.

SEA: Indian Hornbill and Victoria Pigeon

For Conversation I would add:
Californian Condor and Phillipines Crowned Eagle

I have decided to add two birds for each pack - where possible, I have chosen species that could theoretically be kept in an open-topped enclosure.

Arctic
1. Red-breasted goose - not my most-wanted goose, but also one of the best arctic bird species available
2. Eurasian oystercatcher - seen or heard of these kept in open-topped paddocks in at least three places; a fairly large and charismatic wading bird with a wide range

South America
1. Northern helmeted curassow - a commonly-kept but endangered South American gamebird that would add to Amazonian-themed areas
2. Sunbittern - a striking-looking forest bird with an amazing display posture that is another primarily ground-based species

Australia
1. Black swan - a commonly-kept and familiar Australian waterbird that would add a lot to Australian exhibits
2. Emu - as above, this species would be an excellent addition to Australian areas and is probably one of the main missing species from the game

Aquatic - I have only chosen birds that could use the new diving behaviour for this pack
1. White-breasted cormorant - a sub-Saharan African species that has been kept in open-topped displays with African penguins in some American zoos
2. Great crested grebe - not super-common in zoos, but a beautiful Eurasian species with an amazing courtship display

Southeast Asia
1. Crested wood partridge - a small but beautiful, sociable and highly active gamebird that is also increasingly common in zoos
2. Black-necked stork - a huge and magnificent stork that lives in India, Southeast Asia, New Guinea and Australia, so would have some versatility as well

Africa
1. Southern ground hornbill - one of my top bird choices; a sociable, threatened and impressive bird regularly kept in mixed displays with other savannah animals
2. Helmeted guineafowl - guineafowl are an almost necessary addition to savannah enclosures; I have chosen the most commonly-kept species

North America
1. Ocellated turkey - another top choice; a brightly-coloured gamebird found in the tropical woodlands of the Mexico, Belize and Guatemala
2. Greater roadrunner - I have never seen one outside an aviary before, but these are primarily a ground bird and I like them too much to leave out

Europe
1. Great bustard - one of the world's largest flying birds that can be kept in open paddocks and would add a threatened grassland species to European areas
2. Western capercaillie - one of Europe's most magificent birds that would add to the taiga biome

Wetlands
1. Great white pelican - The most widespread pelican, which lives in Africa, Asia and southern Europe and is also quite commonly-kept in zoos
2. Fulvous whistling duck - Another extremely widespread waterbird that could fit in African, Madagascan, Indian and both South and North American areas

Conservation
1. Secretary bird - An endangered African grassland species that is able to live with mammals and other birds in open paddocks
2. Guam rail - Don't think these are kept outside of aviaries, but they are a flightless species which has gone from 'Extinct in the Wild' to 'Critically Endangered' thanks to zoos

Ok let's play this as if the flying and aviary mechanics were avaible from the start, as part of the base game and all DLCs consisting of 6 animals, one always being a bird (my own rulos lol)

Arctic:
- Snowy owl

Aquatic:
- Mandarin duck (my choice) but probably be another duck like a mallard or a swan

Africa:
- Secretary bird

Australia:
- Emu

Europe:
- Bearded vulture

South America:
- Harpy eagle (my choice) although it would've been most likely a macaw of some kind

North America:
- Bald eagle

South East Asia:
- Great Hornbill

Conservation:
- Californian condor (i prefer the andean condor but the californian condor has a more iconic history of conservation)

Wetlands:
- Roseate Spoonbil (my choice) although it probably would've been a swan, pelican or duck
