Bit of a Tactical Error, not sure why though?

Ok I went to a Nav Beacon and took on a few pirates, I saw a guy who had scanned me so I scanned him back with my Kill Bounty Scanner, he was down as Clean but when I used my bounty scanner I saw he had a 19,000 CR bounty on his head. So I thought he was fair game! All hell broke loose, everyone attacked me and I was given a 300CR bounty on my head! I got the hell out of there as about 20 NPC ships were attacking me. I used silent running to get back to the station and wiped my 300 bounty. But why did I get a bounty for attacking someone who had a bounty on his head?
 
They are not wanted in the system you are in, hence the bounty and attack. The bounty you did see is for another faction. Never attack a ship if it does not show up as wanted.
 
He wasn't wanted by any faction IN THE SYSTEM YOU WERE IN, thus if you attack him you then go to WANTED status yourself, and everyone attacks you!

He didn't show as wanted with the normal scan, but only with the Kill Warrant Scanner, that checks for bounties imposed by ANY faction ANYWHERE! Hence he then showed up as WANTED. Check your CONTACTS screen to see where.

Ok, I had seen a video from someone in a RES site though and he said the opposite, he said the initial Clean doesn't mean the guy is and to make sure you use the Kill Warrant scanner, I guess he was wrong! But his video shows him doing it! Lesson learned though , thanks for your quick reply.

Most likely an Anarchy system.
