Newcomer / Intro Black Market gone?

No idea, but I've never noticed it happen. Certainly many stations don't have one, though.
Never known a black market to ever disappear.
But as Sapient6 said, they are not available in every starport. Only selected starports have a black market contact.

This kind of thing has been reported before.
Never had chacneg to fully look in to it. However, for a few months I was making a list of black market that I have visited, about 80 at the time. I later returned to list with the intention to sell ileglla goods. Some black market seemed to have gone. It mya have been errors in my list.
I did another experiment with a freshly terraformed system. It had two stations, the new one, low population and no goods apart from hydrogen fuel and bio-poop, with a black market and where weapons were illegal.
Also in the system was a outpost that sold guns. So myslef and some others ran guns between the two systems. Eventually the weapons became legal at both stations and I think the black market may have gone. My memory of it all is vague.

It would seem plausible for Black Markets to vanish from a station / system that had changed it's political leanings... That is rather frustrating though as I had been keeping a list of Black Market stations to aid in my side career of smuggling - Rats!
I was frequenting a system with two outposts that each had a black market; run by an Independent and an Anarchy faction. When the Empire-aligned main faction increased it's influence enough to take over them both, the black markets disappeared. The list of illegal goods also changed to match the new owners i.e. slaves now illegal and gone from the markets, imperial slaves now legal and added to the market.
Just having a think about this and as there appears to be a tendency for Major-Faction aligned minor factions to gradually dominate systems over time, reducing the independent/anarchy factions to 1-2% and no stations. Will all or most of the black markets gradually disappear? 
I hope they don't all disappear, but I like that a change of station ownership affects whether or not they stay up and running.
I'll take a look and let you know any updates..... Although the list entries that I haven't visited for a while may no longer be valid

I like that it is a little fluid to mimic a changing political/territorial picture but yes I also hope they don't all vanish
