Absolutely nothing i tried works. -Reloging/restarting -Different comodities (both stolen and just prohibited) -Black markets in different systems , same systems -System with different goverments -Tried waiting The Dweller does not unlock no matter what Heck the Black Market Network progress...

As mentioned in the above linked thread - raise a support request (ticket) and support will manually enable access to the engineers.

But check your Engineers section of the Codex - if you have a support ticket in for this then they will manually switch on your access, so look to see if they have done that yet.
They did mine very quickly for the Lei Cheung issue.
