Black Markets will now be a benefit for Anarchy factions?

Anarchy factions treat smuggling goods at a black market as if they were traded on the open commodities market for the purposes of the Background Sim

That looks like a fairly significant change to me. Probably an overdue one.

I think it just gave some weight to the actions of pirates in anarchy systems previously absent. So yes, I'd agree it's significant (and also that it's probably overdue.)

Long overdue, plus a danger for other factions with Black markets incoming since profits impacts the trade effect;

- Initial commodity adjustments to make it more profitable to smuggle goods to a black market

I would dispute that.

Murder of Anarchy faction ships that are typically Wanted has no effect because killing Wanted ships doesn't count as Murder.

I have had experience "murdering" other typical ships with no bounties in Anarchy-controlled space and it still yields results.

It would be nice now if the blackmarkets could sell goods. Illicit ones in blackmarkets in lawful systems, stolen goods in anarchy.

This way small anarchy outposts could function perfectly well without any commodity market. Plus rare goods that have been blocked would still be available.

I have assumed this refers only to Anarchy factions that control a system and that Anarchy factions in other systems with black markets get nothing from any deals. In an Anarchy system, what would be the difference between a black market and a legal market?

I know that our factions' influence can always suffer from black market sales through the burgeoning black markets that blossom when we take over a station.

If black market goods are to have an affect on the legitimate market, does the station owner get a double hit if the goods are not a regular commodity?

As I understand it, you still can only sell stolen or illegal goods at blackmarkets. Regular commodities still have to be sold at the regular market. The only change is, that selling illegal/stolen goods now benefits the Anarchy factions influence if it is the controlling faction of that system.

Would be interesting to know if there is a difference between selling illegal or stolen commodities or illegal or stolen salvage. I'd think for BGS purpose they are all the same. But one never knows.

Would be handy if Communist and Cooperative owned stations had a ahum... redistribution centre instead of black markets, gotta redistribute what I liberate from Capitalist overlords somehow, without having adverse BGS effects.

Agreed. Many players might just regret that they have shut down every anarchy controlled system near their home bases the next time they accidentally become wanted.
That is less of an issue than the Notoriety.

I can be wanted all I want, just need to visit one of my low-security systems to clear it.

Its only an issue if I let myself get notoriety - which then locks me out for a while.

Still, it is a good idea to have a near-ish spaceport controlled by an anarchy, just in case.

And a ship designated specifically for murder and piracy. Luckily hot-ships are now a nice loop hole, just don't go murdering in the ship that you use for everything, as I found out the hard way.

There's plenty of Low Security Systems pretty much everywhere that will work just as well.

The only thing that Anarchy Systems are good for are for farming Materials (specially from the Miners). Aside of that they're useless to upright galactic citizens ;)
