Whenever i start up the game, Horizons or normal, i always get a black screen. Alt tab, alt enter, nothing. My mouse appears, there are the menu and BGM sounds. I'm using a laptop, but ive already done and checked that Elite is using my dedicated RX 560x GPU. Drivers are fully updated as well. I'm scratching my head on this one.

try rolling back a driver version is all i can suggest or just reinstalling current
so does the screen remain black into the game and menus preventing play but sound continues does alt tabbing in out have any effect, can you switch in game to windows boarderless mode does that have any effect?
I know with nvidia based cards via nvidia gpu control panel you can select which gpu is used via global cuda gpu tab not sure if theres something sim with the radion control pannel

What do you have the ingame screen resolution set at?. I got this problem a couple of times when I added a 42" 4K UHD tv screen which plays the game at a higher resolution than my PC monitor. No problems when I open the game in the tv after changing screens first but a couple of times in the beginning I would open the game while still on the PC monitor which caused a black screen. Also a problem caused by opening the game in the PC monitor resets the ingame graphics setting to 1920 x 1080 which again results in a black or grey screen with sound but no picture on the secondary screen.
