Black smearing after clean Windows 10 install

This was not an issue for me at when I first got my Rift almost a year ago now. Then it was a slight but still noticeable smear more recently.

In the small hours of Thursday morning I bit the bullet and did a complete wipe/reinstall to resolve some persistent issues that came with the Fall Creators Update. It was an almost painless experience, and I'm yet to swear about it once which is a first, I think.

So tonight I thought I'd fire up some ED and check out the difference. I'm sure there's an improvement in performance, but am yet to fly enough to verify. BUT there was some serious black smearing happening with Rift plugged into GPU's HDMI, it looked like the shadows were almost trying to follow my head movements it was so bad. Managed to reduce it to the pre-wipe level of 'slight but noticeable' by using my HDMI to DP adaptor.

Was there ever a solid fix for the black smearing issue?

Oh, and in case you were wandering the galaxy backdrop is still too bright and washed out without adjusting the port's levels in Radeon Settings via swapping monitor to Rift port and then back again...

Definite improvement in performance, now able to run at VR High (ASW) rather than VR Med (ASW). Used to be 90 with VR Med until something updatey somewhere happened. Now VR Med is an almost consistent 90 in station again.
