Black markets are the only way to get rid of "stolen" cargo. i.e. cargo found or collected via circumstances.
The only way you can get rid of this is via a Blackmarket.
Three suggestions over the years,
Such a system would have Selling AND Buying but also Bartering.
Giving you clean goods back, commodities maybe even materials.
So commanders could (by-proxy) trade with one another via a Black-market. Both players selling goods into the Black Market BGS, populating it, but then the BGS that can "tax" the transactions on both sides. So hopefully giving fdev a chance to limit....cheating. Purchasing black market goods could also be tainted/tagged with illegal things that you don't know about or even straight up ARE illegal, giving rise to random attacks and police scans.

- the ability to scrub the "Hot/illegal" status of the commodity so it can be sold normally
- the Black market is not a seperate selling page, but a functioning parallel BGS Black-market system that plugs into the BGS.
