Returning from Beagle Point, I ran into BLEIA3 Sector, which requires an unknown permission for my visit.
Has anyone been there or knows where you can get this permission? Any idea....
 
No. It's one of about thirty permit-locked sectors scattered throughout the galaxy, including the more famous ones around the Orion Nebula region and the Cone Nebula, which are reputed to be Thargoid home space. No-one knows how to obtain the Unknown Permit. Maybe we're supposed to ask the Thargoids nicely, instead of just blowing them up...

There's been much specualtion about what FD are hiding or planning for us inside these sectors. But whoever the aliens are that are living inside the Bleia sectors (there are five of them, Bleia1 to Bleia5), they're staying quiet and not leaving the protective bubble that Universal Cartographics has put around their space.

Each of the Bleia sectors is spherical (unlike the normal procedurally-generated sectors, which are cubes), so the Bleia region is a set of five interconected bubbles. I believe that together the five bubbles are larger than the bubble of human-occupied space. You don't have to fly "through" them to get home; simply fly around them. You will likely have to do this manually, however, as the automatic route-plotter isn't very good at navigating around permit-locked space.

TLDR: you can't go there. Not yet, anyway; FD might actually get around to creating the content intended for that space, eventually, at which time the method for obtaining the permit will presumably be made known.

6 actually.. amongst the others, Bleia6 was also in my way when I was on the final stretch to Beagle Point last weekend.

The optional sights between WP11 and WP12 make more sense now as they neatly circumnavigate the Bleia sectors.

But yeah, the permit locked sectors are a very cumbersome way for FDev to deal with the fact that they opened the entire Galaxy right from launch instead of restricting us to more incremental exploration mechanics. But as they say here in Japan, "shoganai" (it can't be helped / it is how it is).

If you were on the "final stretch", then I think you'll find that those sectors that blocked you were the Praei sectors, not the Bleia sectors. There are six Praei sectors (Praei1 to Praei6), and they're much closer to Beagle Point than the Bleia region. Check the EDSM map of restricted sectors.

And no, we don't know what's in the Praei region either; they might be more Thargoids, they might be the same as whatever is hiding in the Bleia region, they might be something else entirely... a Guardian remnant, a rogue AI (either Human or Guardian in origin), a "lost colony" of humans separated from Human society for a thousand years, other aliens (friendly or hostile) - the possibilities are endless.

Ooops.. thanks, yes, you're right, sorry. Would help if the sectors had more unique names.. I'm also somewhat certain the Praei sectors were not permit-locked during DW1; I had bookmarked a star in one nebula for the return leg, but ended up going elsewhere but when I went to check it out this time around it was locked.

Do you know if anybody has made an out-of-game 3d Map of the restricted sectors, similar to how the PowerPlay bubble is displayed in-game?

Also interesting that a lot of the restricted sectors are exactly "north" of Sol.. I wonder if more restricted sectors are hiding around the Galaxy. Or if FDev just adds them from time to time whether or not any systems inside them have been previously visited.
 
It's my understanding that the Praei sectors have always been permit-locked, ever since the first bold adventurers visited Beagle Point, back before it was called that. They are, as I mentioned, specially created sectors which are spherical (like the sectors around nebulae, star clusters and named objects closer to the bubble) and the only reason they were specially created was to plant a permit out there. There may well be a procedurally-generated sector with a similar name to "Praei", that you are thinking of. The Praea Bre sector is up in that same general direction, for example.

I'm pretty sure that FD deliberately gave these permit-locked sectors "meaningless" random-looking names that look at first glance just like the procedurally-generated sector names (eg. "Sidgoir", "Bovomit") so that players just skimming around in the galaxy map wouldn't notice that there was anything odd or different about those sectors. You've got to be playing a while to realise that "Sidgoir" and "Bovomit" don't fit the normal standard four-syllable random-sector-name which the Stellar Forge spits out.

Not a fully functional 3-D map, to my knowledge; Jackie SIlver at one stage was maintaining this thread, with links to her downloadable map of galactic features; the map was 2-D but you could adjust the Y-axis to get a rough idea of the 3-d shape. I don't know if the thread and files are still being updated and maintained.
 
The distant ones (i.e. not the Thargoid-related ones between Barnard's Loop and Cone Sector, and not the Guardian one at Regor) quite possibly Frontier doesn't know what they're for yet - I think they just didn't want it to be so if the game was really successful and lasted 20+ years they had nowhere to put new stuff in that hadn't already been explored.
