Board flipping is back?

So watching an elite vod on yt and they were talking about how they were board flipping which I had thought had been removed from the game ages ago.

In the spaces of 1 minute or so in game time, they had reloaded the mission board 5 times and got 5 new sets of missions from the factions.

So is this a bug, is board flipping a thing again or what?

The video timestamp doesn't show the "board flipping" that was removed from the game back in Beyond 3.3: menu-logging and mode-switching to refresh the mission board.
