I can’t find the commodity at any website like eddb or online.anyone know a poor star port that sells it I was wanting to make my home there..?

It is salvage commodity (you can find in canisters floating or in settlements) or you can pirate it from NPCs.

I can't remember if it is also a mission reward (like modular terminals).

Hence, "bootleg" as it was in the USA prohibition times with bootlegging in trucks from canada it remains the same in ED, the producers are the only sellers doing it via direct sales, mass resale is strictly blocked and you don't get any more supplies if you do so, only the producers are the ones allowed to sell in bulk…
This means raiding planets or ships...
