AFAIR it can only be gatherd by mining, not on planets.
Look for antimony instead and trade it down. The crashed Anaconda site in Orrere is a good place to get plenty of antimony.

I was about to ask what you need it for, as it isn't a component in any engineering recipes I know of, but I see now it's used to synth flechette munitions.

Yep', same story with lead as well.
Lucky, these mining-only mats are all G1, so trade down is the best way to get them.
