You'll need a Frontier account (registered e-mail and password) to log into the game and I guess just register your CD Keys (product code) listed on Steam on the Frontier site when logged into your account there.
It's been over 5 years since I got the game on Steam, so I'm a bit rusty in that regard.

Suggestion (just in case): If this is a recent steam purchase it won't launch apart from the steam account purchased from - the normal frontier launcher will give that message. When launching the option "Steam Login" (or similar wording) is the only one that will function correctly.

Recent (since April 2019) purchases of E D on Steam have no CD-Keys / Game Codes - so you have to log in via "Steam Log In" on the launcher - I assume so that Steam can extract their cut from any in-game purchases.
EDIT: To illustrate, those versions of Elite Dangerous do not have this "CD keys" option when right-clicking the game in the Steam Library and selecting Manage:
If your game does have those CD keys* then you can enter them in your account at Frontier and play the game without going through Steam.
* as per the illustration which was from a HumbleBundle sale quite recently (May 2020).

idk if you ever figured this out, but for anyone else who finds this post from Google, I fixed it for myself by just killing the launcher with Task Manager (since it won't let you close until you get redirected back to it by the browser) and then relaunched the game. I am now signed in and everything is working.
