No you didn't - you only buy paint for ARX . Oops.
As @Factabulous says - you only bought a repaint (skin) for the Python ship. You can only buy cosmetic items in Elite, you cannot buy ships or equipment for the real currency (Arx).
All ships and equipment are bought using in-game credits. This is not that other space game (in development) where you
So, when you buy a Python in the game and go to the Livery section (when you are in a Python) - you will see that the repaint you bought is available to apply (the other liveries that you do not own are also shown but in differently coloured boxes).

As has been said you bought the paint job or skin for a Python, to see it and apply to any or all of your Pythons you need to transfer to that Python in the shipyard then go into the Livery, available from various menus including Outfitting, it will be available in the paint tab.
If you don’t yet have a Python the paint job will be available in the livery when you can afford to buy one, remember it is recommended to have at least 3-5 times the purchase price available when buying a new ship for your fleet.
Go to a regular shipyard (in game) that sells the Python, purchase said Python with in game credits and then go to the livery section (that's available in most stations I believe) and apply the "python blue and white" paint job you purchased for ARX.
That's where your ship is.
But if he has bought the Python paint it will only fit on a Python so if he doesn't use it that is lost money.
It just means he will have a bit of paint left over!!
